How about "Factional Alliance"?

You don't have a single form of government, you have 8 independent governments, 8 polities who've agreed to abide by the rulings of an international court.
That's a League, or an Alliance, like NATO or ANZUS, with an International Court component as part of the treaty charter which is accepted and enforced by the 8 independent polities.

If you're using terms like Factionalized/Balkanized then you could call it something like a Factional Alliance, or Co-op Factional, in order to make it distinct from the Obdurate Factional planets which are uncooperative polities, and the Hostile Factional planets which are inimical polities.
