I renamed the talent to 'Survivalist' in my games. I felt that better emphasized a more broad environmental scope for the skill.

And see here for one possible solution...

TFT is not meant to simulate a whole world. Hobgoblin tribesmen know how to survive in their native environment. Player figures use the talent rules.
That's how I see it.

Maybe hobgoblins can’t survive in the wild solo without being lucky. A group of them with weapon skills would probably be able to hunt and gather fuel and water and maybe even make a rudimentary camp.

On the other hand you could make some smarter than the others, with the appropriate talents and assume they’re leaders who organize hunting/foraging efforts.

It’s your game! You could just hand-wave it.

Also, what DarkPumpkin just said.

Human adults around the world thrive within their cumulative culture, the tools and knowledge of their social groups. That cumulative culture differs from place to place and time to time, but being able to live within it is something great that we are all able to do. It requires social learning on sucj scale that we might not even be aware of the complexity of skills we inherit from our culture. But living and prospering outside this culture is not a given, it depends on many things, like talents and cultural overlap.

So I'd suggest intelligent beings that have staked out a long-standing cultural niche can live comfortably within that culture, without paying talent cost. Whether that's the jungle, forest, desert, modern Pittsburgh, the year 4041AD, etc.

Very very similar to a "free" native language.

Specialist talents I'd suggest let you prosper and innovate outside that.

Woodsman is a fantastic talent, but this is a fantasy game.
