Limitation on Doesn't Breathe (Oxygen Absorption)
The normal Limitation for this is -25%.
Oxygen Storage at the 100 times level which is about an hour for normal activity is -30%. If you can absorb through your skin but not enough to totally make up what you need giving you about an hour underwater swimming. This doesn't seem a major restriction so does -27% seem OK. |

*shrug* -27% does seem like a reasonable interpolative value, but note that -2% is not going to actually net you any savings on a 20 point advantage. I'd suggest (if I were a GM looking at a proposed build) either just going with Oxygen Storage, or making the limitation a little stricter. Or maybe you could write it off as a descriptive feature of the advantage, but claim it as a Quirk. Of course, if you're the kind of player that doesn't worry about minor inefficiencies in the name of characterization, More Power To You!

Having an hour of operation under water is pretty substantial depending on how long it takes to recharge. If you only have to surface for a few seconds each hour it's barely a limitation.

That is -6 points, if you pick the quirk it's basically the same (-6 total), but you spend 1 "quirk slot" (if quirks are limited).
