Well Regular or Malediction 1 is the worst I can think of at -1 per hex. Below that,its just inability as with Touch spells and some version of the Melee Attack modifier.

Sorry Folks, Plane has the right of it. I was looking for RAW ways to change the penalties incurred for various things. Was really hoping to find something like the modifier from HERO that allowed for Space Opera-ish targeting at inter-galactic distances as a conceit of such a setting.

P112 says that Short-Range is incompatible with Melee-Attack.

If you did want to allow it anyway (say a 1-4 yard whipping attack which is a cumulative -1 to hit per yard away the opponent is) then pricing should be fair...

Basically even though Melee Attacks don't normally suffer range penalties, getting a -10% discount for using B241's Long-Distance Modifiers isn't exactly fair since you will suffer -0 in penalties for any target up to 200 yards away...

For these purposes, I think it's only fair that you consider Melee Attacks to start off as using B550's Size-and-Speed/Range table just like non-Melee Innate Attacks, so that you can at best get -10% for getting a -1 per yard penalty.

This is also a major consideration for "Jet" (which isn't banned for combining)

Well now that we know what your goal is....

Long Range has a no range penalty, though that is specified as limited, as are mental powers. I'd just upgrade the Long Range another level and call it a day unless I wanted range bands.
A RAW way that could be interesting special effect is Warp with Tunneling to create a wormhole and shot through that.
