I'd say from a business standpoint they should put at least one of every set in it. I know I have a baggy of promos that don't go to a set I own, so now I want to buy the sets they go to. But they probably have better data on that than me.

I think it would be great if all the cards were from sets that I already own, or wish to own in the future, with none from the ones I don't want. ;-)

(However, since right now the two sets I've no desire to own are Zombies and Cthulhu, that would likely be a silly way to go.)
