Default Accessibility: Successful defense increases chance of successful defense

How would you go about modeling an Affliction or Innate Attack where, if the target(s) successfully defends the first time, they are more likely to be successful to defend each additional attempts? Say the first time, they defend at HT; Second time, they get HT+1, etc until they are nearly immune. An example would be building up a tolerance to a specific poison.

Generic limited power. Best guess is -5% or -10%.

For afflictions use: Increased Immunity in powerups 8:limitations page 15.

For innate attacks there is no RAW answer, so you would need to make it a general accessibility based on the frequency.
