Default Vigor (Alternate Regeration)

This is a variation on the Regeneration specifically for FP, and energy reserve.

1 FP per minute 15 CP
1 FP per second 30 CP
10 FP per second 45 CP

Modifiers
Active +100% Regerate points even while active.

Limitation
Energy Reserve Only -40%

Any thoughts or suggestions?

The ability to regenerate fatigue quickly is actually a modifier on the original regeneration ability, as found in page 70 of the Powers book.

Having it affect only your energy reserve would probably be a -40% though, as per the "Limited" limitation.
Being unable to recover FP while being active would be another limitation unto itself.

You can buy Fast, Very Fast, or Extreme with Fatigue Recovery +100% for [100], [200], or [300]. This will make you regenerate 1 HP and 1 FP every minute or second, or 10 HP and 10 FP every second. You can instead buy them with Fatigue Only +0% for [50], [100], or [150], which makes you only regenerate FP at these rates. In all cases, you regenerate regardless of what you're doing - with Extreme Regeneration (Fatigue Recovery +100%) you'd regenerate 10 HP and 10 FP every second while on fire and fighting an army.

Requiring the character to be inactive while regenerating would be a Limitation on Regeneration, maybe somewhere between -20% and -40%. ER Only would be a further Limitation (or perhaps a modification of ER itself; I think you can set recovery time when creating an ER).

ER Only is the same cost as Fatigue Only.

That seems very pricy. What would the limiter for energy reserve only be.
