Leveled Advantage with Prerequisite Perks

I want to create a leveled advantage. The advantage, Guild Rank, costs 1/3/3/3 … but the first level requires two perks to be in place, call them Guild Membership and Guild Access Rights.

Can I buy a clue as to where I look to do this? I think it requires a "needs" tag for the advantage, but what do I put as the value of the tag it needs?
