Because in this case it means you have to dodge in order to use dive for cover. If you have no dodge you can t dive for cover!
If you read the beginning of "Diving for Cover" on B377 you see that even if you do not get a dodge you can still do the Diving for Cover if you are in the area.

Edit to clarify:
If you get a dodge, a Dodge and Drop gives +3 to the dodge and you can add dive to cover to it to get more distance.
If you do no get a defense normally you can only dive for cover.

Diving for Cover: You may also
attempt a dodge and drop if you are
within the area of effect of an explo-
sion, cone, or area-effect attack and
there is cover (such as a trench) only a
step away. Success means you reach it
in time; failure means you don’t. Even
if there is no cover handy, an extra
yard or two of distance from a blast
can still help, since explosive damage
declines with distance. If you succeed,
you are a step farther away; if you fail,
you suffer the effect before you make
your step."

Dodge and drop is an option you can add to dodge. So, according to this, having no dodge means have not dodge and drop and diving for cover.

I can t understand what part you are referring at

Edit : ok.. I ve finally understand it.. A bit clunky, but now it s clear.. Dive for cover is the only defense against attacks that target the area! My error was to think about a dive for cover as an option to dodge. So, if you are in such area, you can only try to move a step away and you still are in the area, you take the full effect. Is it right?
