Default Werewolf Racial Power

OK, so for some time I've been trying to work out Powers for races like Werewolves and Vampires, inspired in part by the Racial origin for Enchanted items (DF8:50).

The overall basis that I worked is that such Powers for these races work on a variant of the Biological Power Source from Powers, but FP can't be used to fuel the Powers, only a racial ER with specific recharge conditions (Drinking blood for Vampires, the full moon for Werewolves).

Within this basic framework Werewolves are people that under the effect of the mystical lunar energy available on a full moon turn in wolves, older wolves have learnt the trick of storing such energies in their bodies allowing them to change whenever they want. Silver doesn't actually cause them to return to normal but rather grounds any ER they have, forcing them to return.

This is Alternate Form with the following limitations and questions:
Biological or Costs Fatigue: Which one taken would depend upon if there are methods of to you from shifting/using other Powers, please note that sue to the way Powers and AF work that this can be used to trap someone if their AF, so adding it in is very dangerous and tricky, allow or not?
How to change so that if Costs FP applies per minute in transformed state, not just to transform.
To increase duration apply temporal modifiers to Costs FP? IE on FP per 5 minutes.

ER only, worth an EXTRA -5% so that you must spend ER instead of FP, not may spend in addition, right?

Nuisance Effect: Partial Amnesia is from Fantasy112, is it still valid? I'm guessing it means you have incomplete, if any. memories of what happened while transformed.

The ER, making it so that it only recharges on the full moon is worth -60%? -80%? But does so really quickly is how much? And draining instantly upon being stabbed with silver? And doing fire damage to the attacker? (The leaving energy)

Biological and Costs FP would only stop you from using other powers when your reserves hit 0. You'll want another PM for that, and you can give whatever name you want for -10%.

Give your AF an Always On power with Costs FP. They'll drain 1 per minute until they hit 0, and are forced to revert, and yes, Increased/Decreased Duration can be used to change the rate of FP drain. And yes, Can Only Be Powered By Energy Reserve kind of requires something to cost FP in the first place.

Selective Amnesia [-5] (S221) fits better, imo.

Special Recharge (Lunar Energy) (-70%) with Regeneration: ER Only and Accessibility: Full Moon. 10 minutes of exposure to lunar energy via some sort of shrine will allow recovering 1 ER (you can make these as rare as you want), while standing under a full moon regenerates at whatever Regeneration rate you buy.

Burning Attack with Unconscious Only, Uncontrollable Trigger, Aura, Costs FP (Variable), Can Only Be Powered By Energy Reserve, and Damage Cannot Exceed ER Spent (-??%).

Alternate Form has Dependency: true form with the 1/2 limitation cost Fatigue or in this case ER.
