Is this a first? Or at least a second?
So Munchkin Adventure Time is going to be produced by USAopoly under SJ Games's benevolent oversight, making it, I believe, the first Munchkin game to be put out by another publisher. Now, it won't be the first game SJ Games has given a license for; there has been a handful of non-SJ Games GURPS books, after all. However, I think this is the first card or board game based on an SJ Games property but not put out by them. Is that correct?

From what I can tell, you're right. I believe that there were a couple of other games once published by Steve Jackson that went on to be reprinted by other companies, but I don't see any original, SJ products that this has happened to. I think one of the most notable things about SJG is its protectiveness over any of its own IP. I'm sure that will carry over with their continued involvement in this new set's development. I hope everything turns out well. It is a big move that'll put the name out there to even more people.
