At least flying dungeons never suffer back-flowing drains. Though people may want to avoid standing underneath; worse than pigeon poop.

They say he's a brilliant tactician at sea, that he's survived four shipwrecks, that he's sailed around the world in his newest frigate, the Polly, and speaks a dozen languages. Nobody except his crew of cutthroats sees the face of the Birdman and lives, but I spoke to a man who knows a man whose brother is a wizard who summoned the ghost of one of his victims, once, so listen close: When he interrogates a captive, it is in a cabin lit by a single candle and he stands just out of view, allowing his victims to almost see him out of the corner of one eye. His voice is smooth, cultured, and educated when he desires; rough and crass with a seaman's dialect when more appropriate. His personal stores, stacked in his cabin, have little in the way of salt meat and hardtack, consisting mainly of dried fruit, rum, and barrel after barrel of seeds. They are curiously free of bugs. On his shoulder rides some kind of homunculus, a tiny man with a high-pitched voice that speaks semi-intelligent malevolence...
Or you could have him voiced by Brian Blessed - the only man who has two levels of the Penetrating Voice perk. "Gordon's Alive!"

If Blessed is being the Pirate Parrot, who's going to be the Viking running the sky city?

I'm picturing each parrot character being voiced by several people to display their versatility in the movie version, in case that wasn't clear, but we've definitely got to work Blessed in somewhere. ETA: If only Paul Frees was still alive, he'd be so perfect for this.

Or the parrot that runs its crews through a series of cut-out captains? When one dies, or fails to take advice and is deposed, the "captain's parrot" adopts a likely sucessor - obviously the crew regard the parrot as being a good judge of character, but don't realise that it is in fact intelligent and is the real power behind the captain. John Silver's parrot, for reference, was alleged to be centuries old and present for a great deal of piracy ... reversing the organ grinder/monkey dynamic could be interesting...

They're actually both imposters! The real Dread Parrot Roberts has been retired for years and is living like a king in Patagonia...

How about the ruin of a flying city that is now resting on the ground? It's no longer magical, but it serves as a reminder of awesome magics in the past. It might be occupied by lunatics (maybe even competing varieties of lunatics) who:
  • Are trying to get it working again
  • Worship some being that they believe made it work
  • Worship the thing itself

There could be some lingering magic left, so people keep searching for it. Leading to man-eaters setting up shop for the steady supply of food.
Leading to monster slaying adventurers...
This could plausibly keep going for a very long time with occasional lulls until a new set of rumors/youths start it up again.

If the magic was woven into the structure of the sky city, it could be abandoned, falling into ruins, but not yet fallen to earth. It would be a great place for monsters or evil wizards or your Thulsa Doom knock-off to live.

Here's a wild thought for your Sword and Sorcery world. Have an ancient curse flip the climate zones. The Polar regions would be tropical and the tropics would be ice packs, glaciers, and vast snow fields. The sky city, which orbits the planet from pole to pole, would be the safest surest route through the equitorial snows. Meanwhile a tropical artic ocean would be a cool adventurer's sea. Perfect for rich kingdoms and pirates!

This is all very interesting, although we're moving away from races here. Of course, MY Thulsa Doom won't be a cheap knock-off, he will be completely original. His magic works off of ketchup.

For the idea of reversing climate zones... well, the world is a disc, with the Great God Anu as the sky and his wife Ki as the Earth. Or the sky is Tiamat's upper half and her lower half as the Earth. Both explanations are available in the same culture. The sky is 36 000 feet at the highest, and the disc is 36 000 miles radius (always give yourself plenty of room to grow). Maybe we could put one diameter as "cold" and have coldness spread from it. Nothing of this is necessary, but like I said I love world-building.
