Default GMing seers and precogs?

I recall reading an article online somewhere regarding how to deal with seers and fortune-tellers in game, but I am drawing a complete blank on any other details (except that I thought "that's cool" at the time).
It may have been in one of my GURPS books, but I haven't been able to locate it, if it is.
Anyways, I was hoping that I could be steered towards a possible match (for my somewhat vague description).
I appreciate any assistance that that anyone can give.

I did about a page on this in GURPS Supers. There might also be something in GURPS Infinite Earths, which covers time travel generally.

You may also be thinking about GURPS Psionic Campaigns pp. 28-29; especially the "Which Future?" box.

It might not be the article you are looking for, but I like "Forewarned is Forearmed" from Pyramid 3/48.
