Encumbrance as a power mod
Thinking about Gadget Limitations, should there also be one for the gadget being heavy to lug around? If so, what value would you rate it?

I wouldn't rate it higher than an extra -5% for something awkward to carry (like a large sack), or -10% for something you had to shove around (like a piano). Maybe -20% for something you literally couldn't move at all, and had to be touching constantly. But if you don't have to be touching the object or otherwise have it on your person, none of these would be limitations at all.

3e supers had some limitations for vehicle mounts and stationary gadgets (for bases)

Well, Temporary Disadvantage: reduced Basic Move, would be -5% per level. A level of encumbrance is much worse than that, because it also reduces your Dodge. I'd say -5% per full 25% of your BL would be reasonable. So for a ST 10 character, a 10-pound gadget would be worth -10%.

Note that gadgets don't necessarily have to be carried around to be used - See this old post of Kromm's, where he was replying more to the thread topic of familiars, but touched on the related gadget modifiers. The rest of that thread might be of some interest. So it probably makes more sense to use something like a TempDisad or Nuisance Effect.

I'd call it a net zero in conjunction with "Can be stolen" and/or "Breakable." A lightweight object is easier to carry around, but is also easier for a would be thief to make off with, and has less HP.

I previously came up with a system for handling mass and volume different from what the character's other stats indicate, and part of that was statting Encumbrance as a Disadvantage (or Advantage, for characters with low mass and thus functionally negative Encumbrance). Roughly speaking, you're looking at [-1] per BL/10 in added weight, up to [-20] for 2*BL. Gadgets really shouldn't weigh more than that, but if they do, you get a worse return for further weight - only [-1/3] per BL/10.
Statting that as a Temporary Disadvantage or similar would be appropriate. While that implies that you suffer the Disadvantage only while the power is in use, that's usually not much of a Limitation if used for Encumbrance, so just stating you suffer that for having access to the ability (that is, for carrying the Gadget around) should be sufficient. Thus, as a Limitation, Encumbrance is -1% per BL/10, up to -20% for 2*BL.
