There's already a definition (an imprecise one!) in GURPS RAW. GURPS Supers defines supers as I-scale, D-scale, C-scale, and M-scale, based primarily on how much damage they inflict (and, usually, withstand). "As powerful as a tank" would fit into D-scale.

But how else are we going to stat "Faster than a speeding bullet! More powerful than a locomotive! Able to leap tall buildings in a single bound!"?

That's likely C-scale.
