Well, I started out in Southern California, so there was the coastline to deal with. Then I went to Omaha, where there was the Missouri and Platte rivers; now I'm in Oregon, where there's the Columbia, Willamette, and a bunch of other watercourses; so boats and hovers are something which would be used where I am.

As Racer points out: There are countermeasures to Torpedoes; but most of them came later, after the flaws in the game became apparent. Also: Certain of those options are not viable in an arena format.

I suspect more people might have paid attention if the first attempt to expand upon the flaws was not made by NOVA's leader, whose delivery of arguments was, to put it mildly, Poor. This is part of why I wrote the piece I did -- trying to produce an Argument which was Well-Written as much as Thought-Through. Unfortunately, the only copy I have of the piece is a hard copy; I'll have to find it, and retype it.

I think my gaming group used boats once. I'd drawn out the sand & surf arena (Pensacola?) from the Arena Book (or was it L'Outrance?) on a blank map sheet, and we decided to play a boats vs. cars crossover. Don't remember enjoying the event.

Sounds like a good reason to have a few jump jets on the boat as a defensive measure. Torpedoes don't hit things not in the water very well.

In one of the rare NOVA boat duels, I avoided a massed torp launch by driving over one of the above-water obstacles. It became even more embarrassing when, after losing lock on me, the torps started locking on to each other.... >:)

Mr. McMullen was *NOT* happy. :)

Esp. as his boat was unarmed after he'd pickled off his torps.

And kjamma4's gag isn't *too* far off the mark -- boat duels in NOVA were essentially "launch homing torps at target; target launches counterbattery torp spread (pre-Foxer); wait to see what happens". To quote Jeremy Clarkson: "BORED NOW."
