Default Afflictions that give both Advantages and Disadvantages

I was trying to build my character for a game I'm joining, but I ran into a couple of problems. One of his abilities involves biting a person's head off in order to heal them (yeah...).

I had it down as granting No Head, No Eyes, and Regeneration (Very Fast), while at the same time giving the disadvantages Blindness, Cannot Speak (Mute), and Quadriplegic, with the added modifiers of Overhead and Melee Attack (1-4 Reach, Cannot Parry).

My first problem is that the cost of the ability ends up being way out of line with its actual power level, since it grants both advantages and disadvantages, making it less usefull as either but a lot more expensive. Is there any better way to build this ability?

Secondly, would there be a way to mke it so that the ability wears off as soon as the target reaches full health (at which point their head grows back)?

Affliction (Alternate Form: Fast Healing Headless Person) ?

or Affliction (Regeneration (Temporary Disadvantage: No Head and all its problems)* + Extended Duration** + Ends When Victim is fully healed***)

* Like this the Disadvantage make the power cheaper
** Take enough Extended duration that Regeneration last long enough to heal completely
*** I would call this a +0% feature.

Can the character spit out the head after biting it off? If the "attack" leaves the head generally intact, it could just reattach rather than have to "grow back".

The Decapitation spell (Magic p.42) reworked as a Power would be ideal for this; biting it off would just be a special effect.
