IQ plus disadvantages work as well. A race with IQ 12 and Hindbound will be quite smart, but they will not be talented artists or inventors and, with Shyness (Severe), they are also not good talkers. The combination is worth 25 CP and is well worth the expense (they effectively get +2 on IQ rolls and on all other IQ-based skills for 5 CP after the value of +2 Per and +2 Will).

You could do the Ancestor Veneration for the elves as a Minor Vow, which only a few elves buy-off. Or create a new Discipline of Faith for it, which was my original thought. You'll have to insure it's enough of an interference to be worth the points, of course.
