Default Simple Software for Annotating Maps?

For my current campaign, my map info is scattered across a variety of hand-drawn sketches, digital images, and text files. I have yet to find a good option for collecting it all in one place. Any recommendations?

Preferred features:

- Ability to import an image to serve as the map background.
- Ability to add "hot points" to the map which hold one or more text annotations.
- Ability to easily edit, delete, and move these markers.
- Usable offline on Windows
- Free
- Lightweight, with few to no features not listed here

Maptools (http://www.rptools.net/toolbox/maptool/) is the only one I can think of that does all that...
... but it's also a VTT as well.

If you are capable of doing some lite programming in a scripting languages, you can use VASSAL (http://www.vassalengine.org/) as well.

worldographer isn't free, per se. The free version is online-only, while the paid version is offline-capable.

Any object-based drawing program can easily add, move, delete, and modify text annotations on a background image. I might suggest a svg editor if you want to put your maps on web pages. For that matter, you could just use a html editor and place the annotations on top of the image with css.

Ability to put online is not an issue for me at the moment as I have a face-to-face group, and I mainly need this for my own record-keeping of things like what NPCs are currently in what towns.

What object-based programs would you recommend? I have a fair amount of experience with raster graphics editing, but haven't done much with object-based programs, and my current machinery struggles to keep up with a program like Inkscape so I am hoping for something more lightweight.

VASSAL looks like something I will want to tinker with some time, but probably more than what I need for this purpose.

Well, I don't have an offline requirement, so I'd tend to use google draw (if you use Chrome, I think you can edit offline with the docs browser extension). Something like svg-edit is free but runs from a browser (can be downloaded to run locally). There's probably lighter weight options out there, though.
