I was wondering about that, but in practice spillover rarely ever affects terrain anyway between the half strength and Ds not counting, so I can't tell if it is doing it correctly or not.

Yeah, you'd need to deliberately load up to force the issue and see what happens. The other thing you can do to tell is open the detailed combat log (in the upper right corner). It shows spillover rolls along with the regular rolls (at least it did in the beta). It should show a roll against the terrain.

It actually specifically addressed it in one of the screens where it discussed differences between the online and offline versions of the game.

I'm not so sure about that. The closest I can find is:

That doesn't say anything about spillover on terrain (or not), especially if the hex being fired upon does not have any overlays in it.

Of course if it isn't rolling when there is no chance of damage to terrain (which is most of the time) then nothing should show up. I haven't deliberately set up attacks where it actually should matter to test it.
