Default Parrying for others...

Can a character parry to defend other people within his reach?

I would allow it provided the parried attack is within reach of your weapon, in a front or weapon side hex and there is nothing between you and the attack (such as your ally).

Not normally, but you can buy this as a perk.

that's like Sacrificial Dodge except that you don't get hurt... it doesn't seem much like a perk is needed...

Realistically, it's a lot easier to interpose yourself into something's path than it is to shove a weapon into its path. In terms of game balance, you're right about one thing - it is just like Sacrificial Dodge except that you don't get hurt. Meaning it's better than Sacrificial Dodge (particularly when you consider Parry/Block is generally higher than Dodge), meaning it should probably require some sort of investment (perk). Otherwise, why would anybody ever try a Sacrificial Dodge?

If someone without the perk wanted to do it, I'd generally require they do it as a Wait. In the dramatic example of someone rushing in to parry a strike at the last moment, I'd let them do it as a Move and Attack - if they roll well enough to hit the enemy's weapon, they can attempt an unpenalized Parry. If they roll over their target value, the Parry suffers a penalty equal to the Margin of Failure. Critical Failure would probably mean they end up hitting the person they were trying to protect.

Realistically, you can parry for others. Any solution which requires a Perk fails reality.

So, while fighting someone, if someone else within reach happens to swing at the guy you are beside, you are able to reliably parry? That doesn't sound feasible. Now, if you are trying to protect somebody, and somebody else attacks them, you could probably parry. That is, you could do so if you executed a Wait for this purpose... which is what I suggested above.
