It's like with combat how it's not necessarily fun to just slam one combat skill through the roof. You might add other advantages or skills to make a more interesting effective character.
So with a hypothetical uber-photographer, you won't just increase that one skill. You might add vision or social advantages. I imagine getting your subjects into the perfect positions and keeping them there takes skill, especially when they aren't adult humans.
