That is true, but that is at best a +5% on Innate Attack considering the -5% for Cannot Parry. You are still replacing the ability to parry with the ability to parry a bit better.

A Striker is pretty much an Extra Arm that can only attack and parry. That might make the -40% into about -20%. Which sounds about how useful losing the ability to parry with an arm would be (sans a character who capitalizes with unarmed parries). I'd probably make it the full -40% if nothing they use can parry.
