Default Monsters that do not attack you

If a monster does not attack you (like Psycho Squirrel if I'm a girl). Can I decide to attak him anyway?

No. A monster that will not pursue you can be attacked. If you cannot defeat it, you Run Away automatically.

They do not have the same meaning. If a Monster won't pursue, that has to do with Running Away, not whether you can fight it or not. That's actually covered in the FAQ, which is great because that one does get asked a lot. :-)

Also, because "attack" and "pursue" are different words (regardless of potential definitions), that means that they are not the same "verbiage" using that rare definition of the word. I recognize that I'm probably being a bit pedantic about this, but I'm mentioning it because I don't want there to be confusion for our visitors who are not native English speakers.
