Presumably because Pitiable "only" gives you the +3 reaction "from those who consider you to be in a position of helplessness, weakness, or need." Roguebfl's assumption (probably a GM-call) is that "Social Stigma: Minor" means that most people consider you helpless/weak (and thus, eligible for the bonus) by virtue of being underage.

Why would you do that instead of using Appearance? Use the Androgynous or Impressive modifier on it to do away with the preference-based attraction issue (probably...) and what else do you need?
