Should Wild/Domestic Animals, generally, have Low TL disadvantage to decrease personal TL to 0?

Because their IQs are generally below 6, I generally rule that animals typically have "no TL" as a 0-point feature. Chimpanzees are the only animals I can think of that would have Low TL to put them at TL0, given their recent development of hunting spears.


That said, I've been known to add "Wealth (Dead Broke) [-25]" to a number of animal write-ups, allowing them to buy up (for example, there's always the crazy old millionairess who leaves her fortune to her cats....).

Tech levels pertain to one's ability to learn skills. Sub-sapience precludes any IQ skill anyway.
