Martial Arts does have the Nose Slap technique in the Silly Techniques box on p. 88, which in part includes grabbing the opponent's nose (then slapping the face, Three Stooges style). It can default to either brawling or wrestling.

Lips are a bit smaller than ears, so maybe we should use whatever penalty it is to grapple an ear with an additional -1 to represent fishhooking?
