Jonah Hex style Talk with Dead

Can someone explain how to build a Talk With Dead power like Jonah Hex has?

Can you give us an example?
Talking with the dead is Medium (Ghosts, -50%) and you can add various enhancements to it.

When he touches a corpse, it wakes up and he can talk to it as if it were alive. It only works for 2-3 minutes before the dead person starts experiencing pain.
Of course, no one else can see this happening. To them, it just looks like he is touching a dead body. Sometimes, the corpse fights back. I imagine this is like a battle of Will Power.

Ok that sounds like Medium with more limitations than enhancements.
Ghosts only,-50% Must touch corpse should be good for another -30% (worth more really) which gives you your max discount.
That the corpse may bot cooperate is already accounted for in Medium.
That it appears to him only the body rises is just another special effect since no one else can see or hear that.

Thanks Refplace - If I put this in a gauntlet and made it usable once per day (or maybe once per week), how much energy would the magic item be?

Your doing this with the default magic system?

I use the system in the GURPS Magic book.

Sorry for the delay.
I cant find anything in GURPS Magic that really gives you what you want at a reasonable casting cost.
If you cant build it as a gadget my ballpark, mostly based off Summon Spirit is
Summon Corpses Ghost
Regular spell.
Cast on a corpse to summon its ghost which will answer a question. Can be maintained with 1 question per minute.
Cost: 5 to cast, half to maintain.
Enchantment: 1000

And add a dedicated powerstone to help with the FP cost.
It is totally eyeballed but I made it cheaper since you need the corpse.
