Garage Sale: Card Urgency?

The card states that you can "Play this card as soon as you get it, or at any later point during your turn."

Does this mean that the card must be played by the end of your turn?
Can the card be given away via charity?

You can use it on a later turn. However, since it's not an Item, Class, or Race, you couldn't normally be able to legally play it as soon as you got it (through Charity, Treasure as a helper, looting another player's corpse, etc.) if it wasn't already your turn without that text saying you can, in fact, do so.
