Well, there's also brain trauma as stunning. Even if it's short of the concussion level, it can have a temporary effect.

I don't know anybody who I think would keep fighting if you seriously broke a finger (as opposed to fracturing the bone).

Then they weren't fighting. They were tussling, or even rough housing.

I've known a lot people who would NOT be incapacitated by this. This would include cowboys (bull riders, bronc riders, horse breakers), roughnecks and construction workers, serious, full-contact sport athletes, and cops and soldiers. These guys, pick two or more: 1) routinely work without health insurance and get injured on a daily basis but nevertheless must keep working to make a buck, 2) work in a culture that highly regards rugged individualism, and "toughness," and thus can "ignore" injury as a sign of worthiness and a means to garner respect from others, 3) would rather work through an injury than miss the action, 4) have seen much worse and know it's not life threatening and therefore something to worry about later but not right now.

This sort of stuff includes soldiers who come out of the aid station and hoof it back to the front lines (SoD:Comrades), bull riders who ride with broken bones (CoH: Cowboy Way), construction workers who breaks hands, arms, or heads on the job and then wrap it up with duct tape and chase it with a shot or three of whiskey (thus, Accident Free for 1,019 days keeps ticking toward the bonus, e.g., CoH: Professional, and Struggling Wealth.). Make a Will roll and keep hammering, or fail and go to the nurse, get a lollipop, and take the day off . . .

Generally, people who are unacquainted with injury or pain have much less resistance to it. Those who have suffered through injuries tend to pick up a practical amount of diagnosis and no small amount of personal fortitude as a matter of making it to the next paycheck. This is a case where your justification for high HT, HP, and/or HPT is simply "I get hurt a lot."

And this is not meant to be exhaustive. Suffice it to say, that one should avoid certain bars where blue-collar values are sufficiently prevalent -- steel mills, coal mines, quarries, etc. Basically, go watch Dirty Jobs and about half the time, the guys Mike is working with are more than capable of breaking a finger in a fight, smiling, . . . and then clobbering you.

Any thoughts on what an Immunity to Move and Dodge Loss Due to HP Loss should cost?

The cost of doubling them, less an accessibility limitation for not working above so-much HP.

since the average human has basic Speed 5, and this would come out at Basic Speed+5 (accessibility, only for alleviating drop due to HP and FP loss, -80%) [20], I'd say a cleancut 20 points is fair enough though probably somewhat overpriced, given that it is twice as costly as High Pain Threshold.

BS 421. Any crippling injury is also a major wound, and requires a HT roll for knockdown and stunning.

And you can't possibly be unaware of the GURPS stun mechanics, where standard stunning is based on HT rolls, as differentiated from IQ-based mental stun.

The first is obviously meant for major wounds not just breaking a finger.

The second is a game mechanic rule to avoid having IQ be too powerful and HT almost a dump stat.
