Habitual optimization.

Sense-Based ((Reversed) or otherwise) is effectively Malediction 2. Both clock in at +150%, give roughly the same effect and share the same "distance to target" penalties. Combine the two, Sense-Based turns into a -20% limitation, you get to have your cake and eat it too; totals out to +130% {+150%; -20%}. It is a limitation as it does reduce the effectiveness of Malediction. Said behavior is the desired behavior in this case, and so taking Malediction is a cheaper way of getting the desired effect than not taking it.

Unless your GM handwaves the baked-in Sense-Based from Increased Range: Line of Sight as being (Reversible). Then, IR:LoS is the better deal.

What about just using Aura +80 and Sense-Based (Vision) +150 (+230)?

Aura means they'd have to be touching you (voluntarily or involuntarily) for your power to affect them. (As Aura mandates that you take Melee Attack (Reach C) with it.)

Sense-Based (Vision) means you have to see them for your power to affect them.

Aura + Sense-Based (Vision) means you have to see them while they are touching you for your power to affect them.

So I figure it's Melee Reach C that makes it touch-range, and substituting Sense-Based is a good way to change that parameter.

I'm pretty sure the enhancement version of sense-based is a penetration modifier that means your attack reaches them through their senses, bypassing their DR.

Not exactly what you said you were looking for in that they have to see her from fairly close and in front. Also its selective which gives the option to avoid gazing at someone.
However you asked for a Canon way to do it so here one is.

I'd use a modified version of Aura of Power, from Pyramid 19 Tools of the Trade - Clerics:

Visage of Power - +730%
Statistics: Area Effect, LOS, +550%; Aura, +80%; Sense-Based, Vision, +150%; Melee Attack, Reach C, -30%; Reduced Duration,
1/60, Only after the target leaves the area, -30%; Selective Area, +20%; Takes Extra Time, -10%.

The 'Area Effect, LOS' enhancement is based upon the Ranged, LOS enhancement, which is itself priced equally to an ability with a range of 2,000 yards. The Visage should work similarly to an Aura of Power, but without the whole 'requires will roll' thing to activate. Remove Takes Extra Time and add Always On, -50% if it's always on. May also want to remove Selective Area.

You can't substitute Sense-Based for Melee Attack (Reach C) absent layering in a cosmic rules exemption enhancement with your GM's permission.

That's why you add Area Effect, allowing you to get range on your normally reach C aura. This is not only on Pyramid, but on Power ups 4: Enhancements too, where they reprint Aura of Power.

Aura is necessary to turn it into a persistent effect that acts without your intervention. Otherwise you would need to attack to have the affliction work. Once you get here, though, instead of the Sense Based enhancement, I recommend Malediction 1 and the sense based limitation. Toss in Cosmic, No Rule of 16, and a high will for extra cheesyness.
