Maybe just take this as a literal interpretation of the power.

Accessory - Mental Parachute (No die roll required +100%, Telekinetic/super/whatever -5%, No Signature +20%, Cosmic - works at any height +50%, Cosmic - no mass +50%, requires mental "repacking" after use +0%) 4pts.

This lets your character deploy a parachute and safely and slowly glide to the ground during any fall. Afterwards, it requires the user to concentrate for a while to repack the chute for their next use.

That's Preparation Required, as opposed to Immediate Preparation Required.

My first thought was also a heavily modified Accessory in that vein. Or you could buy all HP with Massless +0% and Reflexive +40%.

Sure... but unless it literally means they're dragging a "telekinetic chute" around (and thus a nuisance), it just requires several Concentration actions (even if it is five minutes worth) at any point before they next require it's use and at best is ±0%.

Preparation Required doesn’t have any add-on effects (such as needing to lug something around until you’ve done the needed preparation), so I see no reason why that would be required here. “[R]equires several Concentration actions (even if it is five minutes worth) at any point before [the next use]” is a pretty good summary of how Preparation Required functions normally.

Because it's being added to a Perk, Perks aren't' balanced for Enhancements and Limitations, and as such need finessing.

In this case... I actually feel that "TK Parachute" at less than 5 points feels a bit underpriced. Over 5 points also feels overpriced...

The perk has an interesting construction but I agree it seems too cheap.
I thin [10] might be a fitting value. It has the same cost as Catfall, but when compared it has the advantage that it negates any fall damage, on the other hand it's not as fast as Catfall so in a chase it will lag behind and you can't use it to fall on someone to deal damage.
