Character Challenge

An informal challenge for the community. You have to make a 250 CP realistic character with a minimum of the following disadvantages: Appearance (Hideous) [-16] and Insomniac (Severe) [-15]. What other traits do you give the character? Who is the character? I will provide an example:

Mr. Black [250]

Mr. Black woke up in a hospital in NYC five years ago and does not remember a thing from his previous life. He knows that something horrible occurred to him, the acid burns across his body that are too severe for cosmetic surgery to help are evidence of that, as is the pain that prevents him from sleeping some nights, but he knows nothing else. After leaving the hospital, he became an urban legend, a hideous ghoul who protects the young women of NYC from harm in exchange for unspeakable favors.
