Looking for a Suppressed Transmission Article

Help? I'm looking for an ST that dealt with the possibilities of there being other civilizations that pre-dated recorded history, and I can't seem to find it in my archive. Any help with the title of this particular ST would be appreciated.

The closest thing I can find is his "Cities in Rust" article, 0302.6 from 2007.
