It requires a critical failure of the Falling skill and then they have to roll either a 8 on the unarmed critical failure chart (they fail to hit the world and fall down, in this case 'up').

Or they could roll a 10-12 on the Reaction table and make absolutely no impact on the World...

I think falling basically means being forced into a lying posture if not already in one, I don't know that it would make you do a teleporting-swan-dive to the earth if presently flapping wings 1000 yards above the ground. More like you lose your normal ability to maintain elevation for that second.
