Default Pacifism (Avoid the Limbs Rule)

This could be a fun "Pacifism" in a Horror campaign and it is a trope in many horror movies. From the Jabootu Glossary

But what would it be worth?
For the monster, it's Flight (low ceiling -25%; cannot cross water -10%) [26] plus No Legs (Aerial) [0] plus Crushing Striker x2 ('kicking') (Cannot Parry -40%; Clumsy -2 -40%) [2].

I would also suggest Enhanced Move with the limitation "Zeno's Paradox: can only catch up by 10% per turn".

Yes, but what would it be worth for a PC to have this as a Pacifism?

This is an example of irony... Pacifism would be the antithesis of always going for center mass... this is more akin to Bloodlust since you're technically emphasizing killshots over wounding.

Unbreakable bones doesn't block crippling, just dismembering.

I could see refusing to target anything "non-lethal" (that is, only ever going for kill shots - Skull, Face, Neck, Torso, Vitals) being worth, at worst, [-5]. "Will Not Try to Cripple Serious Foes" is probably a Quirk.

Settings that follow the Avoid the Limbs Rule either lack Hit Locations, or the target has some sort of Rules Exemption (arguably worth far more than a Perk) against them.

Always aim for the torso may be worth -5.

Although the truth is, the victims in horror movies are simply bad enough shots that getting tricky is quite beyond them. They can barely hit without getting tricky.
