GAZ-2975 Tigr (TL7)
The Tigr, colloquially called the "Russian Hummer," is a high-mobility multi-purpose vehicle used by the Russian military. It was first manufactured in 2007. It can carry 11 personnel or 1.5 metric tons of cargo. It can ford depths of 1.2 meters. It is also used by the United Arab Emirates.
The Tigr burns 8.6 gallons of fuel per hour at routine usage.

Subassemblies: Body +4, 4 Off-Road wheels +1.
Powertrain: 215-kW all-wheeled drivetrain with 215-kW HP turbocharged diesel engine, 2,000-kWs lead acid battery.
Fuel: 48 gallons diesel in standard tank (Fire 9).
Occupancy: 1 NCS, 11 NPS.
Cargo: 165 cf. (sans passengers).

Armor
All: 4/25

Equipment:
Body: Medium range radio (30-mile), military GPS, 11-man environmental control.

Statistics:
Size: 4.6 m. x 2.2 m. x 2 m. Payload: 1.5 tons Lwt.: 7.7 tons

Ground Pressure High. ¼ Off-Road speed.

Design Notes:
Body is 385 cf; wheels are 77 cf. Structure is Medium, Cheap. Armor is cheap metal. Mechanical controls. Empty weight is 12,100 lbs. Design gSpeed was 85 mph. Design price was $45,077; this value was used to calculate maintenance interval. Design loaded weight with passengers was 14,345 lbs., this was increased 7% to the historical. Design loaded weight with 3,300 lbs. of cargo was 15,445 lbs.--this was within 45 lbs. of the real-world values.

Variants:
The GAZ-2330 is the civilian vehicle that was militarized into the -2975.
The GAZ-233034 is an armored police variant.
The GAZ-3937 "Vodnik" is a military amphibious version.

Have you considered to list some of the seats as "folding"? That would be a way to GURPSify the conversion of seats into cargo, even if they aren't exactly folded away, and it would get you closer to the target cost.

BTW, does the cargo conversion remove all passenger seats?

I believe the seats are simply removed to make cargo space. And since 60K was price new per unit, I was happy to be below it (since new vehicles are supposed to be several times the GURPS price).

There is not a lot of data on this vehicle; I am having similar problems with the Auverland A3F; I suspect they are too new to have lots of data available (for security reasons?).
