Itching Powder Clarification

I am unsure if Itching Powder can be used on items such as the Matching Equipment Set and the Spear and Magic Helmet. They are both considered worn items and they are both also considered weapons. The card specifically says weapons are not considered worn items so I am not sure if this protects them from Itching Powder.

Worn items that also happen to be weapons are absolutely valid targets for Itching Powder.
