It seems you want your crushing attack to be flavored as 'TK picks up rock, then chucks it at you'. Since the attack is only half psionic (the first part), I would make the Psionic Modifier only -5% on this ability, since you aren't affected by Static.

Just think back on the zillion Green Lantern stories about how they come up with ways to fight bad guys with yellow stuff.

"I zap him with my ring."
"No good, he's almost completely yellow."
"I drop a brown boulder on him/I paint him blue/I get Fire-Man to heat him red-hot/I grab the street under him and fling them into space/...."

Those all depend on the ring giving them telekinesis. If you don't actually have telekinesis, none of 'em work. (Except telling someone else to hit him)

I think it's safe to say that Green Lantern rings come with TK standard.

I think he's referring to Static with area effect, where no psi works at all, regardless of who you want to target.

Unlike the "telekinetic" who only has an Innate Attack.

I'm assuming that Static wouldn't help at all against a TK who picked up a rock and threw it at the character with Static.

I'm still sort of surprised by how much protection you get for 30 points. It's almost like Infinite DR. Static (Super) would protect you from Superman's heat vision, Green Lanterns ring, etc.

What about someone punching you with Super-Strength with the Super power modifier?

It wouldn't stop heat vision, and there are any number of work-arounds for the ring, as mentioned above. It's not all that.

If the wind-up is within the field, it nerfs the super strength. If not, you still get super-punched, though the punching hand might suffer from losing super-DR at impact.

I would actually go with "Psi Static only affects resisted rolls, unless the psi attacker is also in the static field."

How would it not stop the Heat vision?

If it was bought as a Burning Attack (PM: Super, 10%) then Static (Super) would make him immune to its effects.
