Default ? about 3rd edition Hyper reflexes conversion to 4th.

I'm confused about how this is explained in GURPS update, page 9.

I don't understand what "link" is referring to in regards to the Basic Speed +1 being "linked" with Combat Reflexes.

Still pretty new to 4e and I'm trying to make an NPC for a game later tonight, any help would be great.

It's referring to the Link enhancement on page 106 of Characters. It allows you to activate and use two (or more) advantages simultaneously.

Yes, it's the Link enhancement (p. B106), but I think we would now build this as Basic Speed +1.00 (Costs Fatigue, 1 FP/second, -10%) [18] + Combat Reflexes (Accessibility, Only when speed increased, -10%) [14] for 32 points.

In many cases, Link as an Enhancement makes no sense to me, since it seems to reduce rather than increase flexibility. Your Accessibility example is therefore good.

Yes, from various things the editors have said Link seems to have been meant for a pretty limited amount of use. Trigger and Accessibility do most of the things you'd expect it to.

The main advantage of Link is that it lets you activate two (or more) abilities with a single Maneuver, instead of taking one turn each. It's not for flexibility, but for speed. And mainly, just for constructing composite abilities that put several sorts of whammy on the target in one attack.

Powers has a number of abilities where it does make sense to use Link (mostly combining attacks into a single effect). I think we would now build Electrified Skin (p. P139) using accessibility though.
