Default Maximum limit on Zombie ST

What is the highest ST a zombie can be enchanted to, and given that only the DX of the deceased matters why not enchant DX 14 ballerina zombies to swing telephone poles with STs over a hundred?

Also if I find a small rock, puddle, gust, or flame I can haz ST 100 elementals from that, right?

You posted this in House Rules, right? Oh, no?

The rules don't specify a limit, but GMs who don't house rule one may get silly results, yes.

It seems to me the elemental rules already mention the need to find suitably intense elemental starting materials to create an elemental. It's up to the GM to determine the exact specifics.

As always, if your GM likes to allow silly things then silly is what you get.
