Comment:
This is the Smeagol/Gollum that comes upon Frodo and Sam near the Dead Marshes.

I made him fairly cinematic - Tolkien is High Fantasy after all. Social skills are not his forté but he is a formidable assassin - his effective ST for choking someone is 13 (+2 for Striking ST, +2 for Wrestling skill, and +3 for established choke hold), and with Stealth-18 he gets surprise more often than not.

Maybe he's too powerful? What do you think?

For wrestling and other grappling effects one should buy Lifting ST, not Striking ST, IIRC.

Also, his Night Vision is more a feature (normal vision at -5, not at 0), as in Fantasy.

I'd say he has some sort of Social Stigma: Savage or even Monster. It's Frodo's Xenophilia and Gandalf's knowledge to save him from being shot at sight.

And he has some Weakness or, more likely, Susceptibility to "Strike Evil" effects, like elven rope or bright sun. Or Delusion that he has one. Or this may be a feature balacned with that Resistance. Something like "counts as Evil creature for supernatural effects".

Right, Lifting Strength. Belonging to a category is a feature, IIRC. The resistance to the Shadow of Morgoth is something all Hobbits share.

I might reduce his strength to more typical for halfling. in fact, I think his build should have halfling as its base in terms of cost for point values. but, yes, you modeled Gollum well indeed.

Gollum is a hobbit: That is, a halfling. He's half the scale of a man, or SM -2. ST tends to be proportional to height, which argues for ST 5. I'll stipulate that he's strong, despite being wiry, but his strength tends to show up in things like grasping and strangling; I'd call it either Arm ST or Lifting ST, maybe +1 or +2. ST 8 is just way too high.

Tolkien's orcs, Gollum's main victims, are probably SM-1. And we mostly "see" Gollum from a hobbit's perspective in the narrative. From the perspective of a (Western) man, he'd look puny and not really very dangerous. ST 8 probably is too high.
