I think it's reasonable to assume that the shuriken just slipped through the occasional erratification attempts.

Well 0.1 is the weight of a TL3 model, so that checks out. If the drives are negligible at this scale, then the cell would seem to be the majority of the mass of the weapon.

1/2 pound is in no way a shuriken unless the wielder is a giant.
It's a hunga munga at best.

It's a shuriken with a battery glued to it...

It should probably be a smaller cell.

That makes sense, although it still seems doubtful that the weight of blades+drives+cell is the same as a dumb shuriken, even taking ultra-tech materials into account. Also: 4x(0.1)^(1/3)=~1.9 and rounds up to 2 HP.

Let me take a crack at this....

Smart Shuriken (TL11^)
A AI control drone missile that has a shape reminiscent of a classic "ninja" shuriken. It uses contragrav to reach speeds of 383 mph. It's vibro-blade edges are coated with super fine ultra dense collapsium that give it +1d+3 to it's cutting damage with an armor divisor of 10.

It can fly for 2 minutes at full speed; then it’s immobile until its two B cells are recharged or replaced.

ST 3; DX 14; IQ 5; HT 12.
HP 3; Will 5; Per 10; Speed 6; Dodge 9; Move 0 (Ground).
SM -10; 0.3 lb.
Traits: Aerial; AI; Automaton; Blindness; Electrical; Enhanced Move 3 (Air speed 192); Flight (Limited Use, Fast Reload, 2 minutes; Air Move 24); Hyper Dense Vibro Claws; Injury Tolerance (No Head, No Neck); Machine; Mute; No Manipulators; No Sense of Taste/Smell; Noisy 4; Numb; Radar (LPI, Imaging).
Skills: Brawling-12; Stealth-10.
Cost: $60,000. LC2.

Hyper Dense Vibro Claws: Cutting Attack 2 points (Armor Divisor 5, +150%, Dual, +10%; Melee Attack, Reach C, -30%; ST-Based, +100%) [3*] + Cutting Attack 1d+1 (Armor Divisor 10, +200%; Dual, +10%; Melee Attack, reach C, -30%; ST-Based, +100%) [36]

Wasn't that the shtick of one of the characters from Mystery Men the movie? Her father's spirit or something was in a bowling bowl and she could throw with extreme effect. It's been years since I watched it.
