Default Equipment and Armor

I'm looking for a comprehensive list of armor and equipment for a modern setting game. 3rd edition sources helpful but I can adapt from other editions.

3rd edition High tech doesn't have a lot for modern armor tables and descriptions I'm finding. 4th much different? I'm fine for weapons, its the rules for armor that I need.

It has armors that fit most available body armor (and one that fits a overhyped thing that wasn't as good as the manufacturer claimed), there are also some Pyramid articles on the subject.

More types of modern armor began common use in between when 3e HT and 4e HT were written, even civilian armor like sharps gloves.

I'm specifically looking for some additional details about rules regarding armor/clothing and penalties, sample suits etc.

I've found the rules for bomb ordinance suit and a military combat suit, where the difference is for a police riot suit is, and where movement penalties should begin is eluding me I'm afraid. Though I may be looking in the wrong places.

Encumbrance penalties are in the Basic Set, it's a core rule.

Encumbrance is more about weight limits. I'm looking more about mobility penalties. The armored overcoat detailed in classic High tech reduces movement by 1 as well as acrobatics. The EOD suit in the back of the basic book penalizes DX by -3. I'm just trying to find out if there is any comprehensive list of armor (or armor constructing toolkit) for when penalties should apply, and what levels.

While I can GM fiat my players and to say when a particular armor gets a penalty or not, I (and they) prefer a system that we all understand, and I just seem to be missing it.
