Simply that, although the technology in question probably didn't exist in the indicated historical context, the underlying idea isn't as completely absurd as most other technologies in the book. In a number of cases (the reflective heat ray, the steam cannon), there's modern experimental evidence indicating that such weapons could have been made using the technology of their alleged time.
