I'd probably have it give an increased cost of living, comparable to Compulsive Generosity or Compulsive Spending (arguably, it's a variant of the latter - there should probably be a Per penalty in there too, as you aren't going to notice what's going on around you much when you're focused on reading). At TL's where books are more expensive, you'll tend to buy fewer, but it's the same % boost to CoL. While it's certainly not quite equivalent, there's also the tendency for reading materials to get lighter as TL goes up (and book costs go down), which you could use to justify comparable encumbrance effects across TL's (stone/clay tablets with padding followed by scroll cases followed by large bound books followed by small paperback books followed by digital readers and data sticks, for example - the TL 0 voracious reader has a few tablets that amount to basically just a few pages that are read over and over again, the TL 3 voracious reader has a large tome, the TL 7 voracious reader has a stack of paperback books, the TL 9 voracious reader has a few favorite paperbacks and a digital reader with several terabytes of material, etc).

For culture, aside from cost/availability, that will depend on if people reading are regarded differently than the default. If people (or just certain people, such as men in a lot of Roshar from The Stormlight Chronicles) reading are considered weirdos or the like, it might be an OPH (or just make the Disadvantage worth more, like how Compulsive Carousing is worth twice as much in puritanical settings). If people reading are particularly well-regarded, it might be Social Regard, Reputation, or similar (or just a reduction in the value of the Disadvantage).

I wonder if being the bookworm is a compulsive behavior, I do see it more like an addiction.
I know one particular workoholic who does it cause she can't stand having free time.
It's a source of anxiety to her to even contemplate. To the level where it feels like an actual threat on her (mental) health to not be completely busy.

She actively seeks it all, and doesn't just do it reflexively (although I guess that partly develops, too)

So the bibliovore could be on the same level as an addict, who seriously thinks its 'curtains' if even a single day is spent without reading.
It could be the same kind of vein like how some teetotallers fear for their very being, their psyche to slip away if the neurotoxin alcohol ever enters their bloodstream, spreading its irreversible braincell death around.

Senility, dementia, that sort of decay might be a damocles sword above the reader, that cannot be erased even through the reward study brings.

Muddying the Waters:

Muttering: Might inadvertently count as the Truthfulness disadvantage if you say what you're really thinking sotto voce. Very dangerous around authority figures or powerful potential adversaries with Acute Hearing. It's also going to mess with Stealth, etc. if you can't remember to keep your mouth shut.

Bibliovore: Could be a form of Disciplines of Faith if you seek out or constantly read religious works. Might be a form of Absent-Minded or Short Attention Span if your attention is constantly divided between reading and what you're supposed to be doing.

Gossiping: Bad Reputation (can't keep a secret, makes up rumors, etc.) Could also be another variant on Truthfulness if the character really can't keep secrets. Could be an OPH if the character pries into other peoples' private lives or eavesdrops on conversations. Could be a Compulsive Behavior if the "gossiping" is actually spending time with friends catching up on news about people in their shared social network and making small talk - the low tech version of wasting time on social media.
