Potion of cowardice forces you to run away from a monster but is it still an automatic escape if the monster doesn't pursue you due to a low level

Yes, it would still be an automatic escape from such a Monster that won't chase you. However, remember that you're running away from each Monster individually, so that automatic escape from one Monster doesn't affect other Monsters.
