Apart from the other things pointed out, it's also the way to represent the enchantment on Excalibur's sheath. Certain spells get really useful when put into a magic item.

Its also worth remembering that by including GURPS Grimoire, Magic 4e is more a toolkit than a ready-to-play magic system for any one setting. If, once the GM has cut down the list of spells to fit his setting and tweaked the survivors, you can't cast Minor Healing, or it takes a long and expensive ritual, then Stop Bleeding and Healing Slumber look good.

Personally, Healing Slumber has a niche in my games, due to a house rule: it's not penalized when the caster casts it on himself, while the other healing spells are penalized by the missing HP. This makes it an useful spell, even if it's overshadowed by the others.
