For the record, I'm rather fond of the Time Corps setting found in Infinite Worlds; and while I'm not using it or its temporal physics exactly, I am borrowing liberally from it. For instance: temporal agents don't have a Focal Referent holding them in the past*; but they can get their hands on "tethers" that can be used to pull them home.

* This may be the single biggest difference between the temporal physics of the Time Corps setting and the temporal physics that I intend to use: nobody just "pops back" whence they came. That, and I'm not assuming that there are multiple competing timelines — I'm not forbidding it; but the default assumption is that the rival teams come from different factions in the same timeline, not from rival timelines.
