Limitations limit and Cosmic
Is it permissible to use Cosmic to give a rule exemption from the -80% limit on Limitations?

Considering anybody doing this is min-maxing to hell and back (since it reaquires more than -130% of limitation to be worth while) I wouldn't allow it.

IF I were to allow this, it would be a 300% Cosmic. And yes, I will be noting every single limitation on that power.

Remember that you can put more than -80% in limitations on the Advantage. However, by RAW you cannot get more than a total of -80% discounted from the Advantage's base number.
Case 1: 40 point advantage with -100% in limitations and no enhancements. Total discount: only -80%, for a net price of 8 points. He cannot lower it below 8 points no matter how many other limitations he tacks on. Case 2: 40 point advantage with -120% in limitations and +30% in enhancements, for a net of -90%. Total discount: still -80% for a net price of 8 points, not a net of 4 points. The OP's suggested deal, taken to a(n) (ill?)logical extreme: -200% in limitations, +50% Cosmic to bypass the -80% limitation, +50% in other enhancements, net -100% discount. The character gets the ability FOR FREE. More than -200% in limitations, and it turns into a DISadvantage in price, though possibly not in utility, as the ability may not actually limit the character in any way. See how this gets broken easy?

Further info:
I am the GM. I could House Rule, but I like to know the RAW on the subject before I do. The purpose of this would be to reduce Cosmic Modular Ability to 1CP per point while giving credit for all the limitations that would apply to building ceremonial magic with that Advantage. |

You don't need Cosmic for this. See GURPS Psionic Powers (p. 19) and the box on that page Modifiers and Minimum Costs.

Unsurprisingly, GURPS Power-Ups 8: Limitations includes those same guidelines but then goes into even more detail.
